- War and Peace: The Health and Health System Consequences of Conflict in Colombia

Our overarching health system research question is: What are the consequences of long-term internal conflict for healthand the health system, and their implications for post-conflict policymaking? This question will be investigated through anin-depth study of the experience of conflict and peace agreement in Colombia, assessing also the conditions forgeneralisation of our results to other contexts.The priority objective of this project is to provide evidence-based guidance for the design of policy pathways that addresspost-conflict health system needs, in Colombia and other similar settings, through a comprehensive and rigorousassessment of the population health and system consequences of internal conflict. The peace accord between rebel forcesand the Colombian government agreed in December 2016 creates a unique window of opportunity to conduct research ofimmediate policy relevance.Drawing on the Colombian experience, the specific objectives of this project are to:(1) examine the consequences of long-term conflict on child and adult health outcomes, and whether some of these healthimpacts are more persistent than others;(2) assess how conflict-related health consequences vary across socio-economic and demographic groups, includingforcibly displaced individuals;(3) identify the main mechanisms behind conflict impacts on health outcomes, related both to individual demand for andsystem supply of health services;(4) analyse how health system functions and institutions have been shaped by the conflict, and assess the scope for postconflicthealth policy reforms;(5) suggest policy options to improve the functioning of the health system to better address the post-conflict health needsidentified, particularly in areas more heavily affected by the conflict.
